I seem to recall hearing somehwere (but cannot recall where) that
Windows will now "slide" the socket buffer. That is, if you fill the
socket buffer, it will not say you can write to the socket buffer again
until it is empty. that, or perhaps it does not complete the send...

It certainly is counter-intuitive that using a larger send size would
result in lower performance.
