does curlopt_low_speed affect uploads?

Hi. I've been digging around in the communications code and can't quite figure out what I need to know, so I figured I'd take the
lazy path and ask :P
Do CURLOPT_LOW_SPEED_LIMIT / CURLOPT_LOW_SPEED_TIME only kick in once data starts coming down from the server? Or will they also
abort connections that are too slow in sending POST data?
