well, Inclusion of the <stdlib.h> header may also make visible all symbols from <stddef.h>, <limits.h>, <math.h> and <sys/wait.h> which in turn make many other symbols visible....
The correct file to include is: <sys/time.h>
It's a bit odd to assiciate file descriptor sets with time :)
