curl has been built and run on more than 40 different operating systems and
CPU combinations. They all would need their own unique set of binaries.

packages for some popular platforms.

The packages are often named 'devel' something when they are made for
development purposes.

Since you mention .dll, chances are that you refer to a Windows version.
