src/docstrings.c + src/docstrings.h are supposed to be generated by
the command (in the <root-dir>):
  python setup.py docstrings

Why it doesn't for you, I have no idea (I assume the 'docstrings' target is
a prerequisite for the 'install' target). Try that command prior to
a 'setup.py install'.
