Pycurl test suite and Travis CI

I am pleased to report that the transformation of existing pycurl tests
into a usable test suite is largely complete.
The suite appears to be almost always functional on python 2.6 and 2.7.
Some compatibility work remains to be done for 2.5 support.
I am not presently planning to work on 2.4 support.
Travis is running the tests on 2.5, 2.6 and 2.7.
