The issue was how I had configured libcurl. This is the trick to make it
work:

--without-ssl --with-gnutls --enable-https

If OpenSSL is enabled pycurl.CAINFO needs to explicitly be set to
'curl-config --ca'; when OpenSSL is disabled and GnuTLS is enabled it
"just works".
