php-curl doesn't seem to do that for me. I tried the test case:

$ch = curl_init();
curl_setopt($ch, CURLOPT_URL, 'http://www.google.ca/?x=&y=');
curl_exec($ch);
?>
And it worked fine. (libcurl/7.16.0 OpenSSL/0.9.8i zlib/1.2.3 ) Maybe you
have a different/bugged version?
