Thanks for the advice, but actually the two snippets *are* exactly the
same, except I was using:
curl_setopt($ch, CURLOPT_UPLOAD, 1);
and there's:
curl_setopt($c, "CURLOPT_PUT", "TRUE");

I'll try with that and see.
Sadly there's no documentation at all about tftp...
