The thing is that I have no idea what's causing the problem, but since it
works when you run it from the command line I can't see how it is a problem
within the actual libraries libcurl or c-ares (I happen to maintain both of
them).

You need to dig down further to track down the differences in how the libs are
loaded/used/run in command line compared to when invoked from within
apache/php.
