Could you please verify that PHP uses the SSL DLLs shipped with it?
You could for instance use Sysinternals Filemon to do so. On Windows
the probability is high that the wrong set of libeay32.dll/ssleay32.dll
is used, e.g. from a former (older) PHP installation.
