Why do you want to compile it?
Get the binary distribution for windows PHP, that already
contains the php_curl.dll in the extensions directory.
Just make it available to windows and that should work
fine. I think I copied it also to my PHP directory (c:/PHP).
That works fine for me .

curl's site I must type sh configure on the root directory of curl, but
