it seems a little too easy but did you modify PHP's configure Script to have
LIB -lssl -lcrypto instead of just -lcrypto?
This did the trick for me...
If that's not it, have you installed mod_ssl? Seems that PHP needs an
ssl-enables Apache even if you do not have to start it with startssl,
strange thing.
