I think you could see this behaviour if the file that you are grabbing had been
written to two website servers at fractionally different times, one at

«Wed, 29 Apr 2020 12:59:21 GMT» and the other at
«Wed, 29 Apr 2020 12:59:22 GMT»

As your downloads have occurred (as you said) across breaks in connection
it is perfectly possible that you have been talking to more than one server.

Nothing I read in the wikipedia description says that "ETag"s will always have
the same value if they refer to an identical file on more than one server.

I'm still guessing!
