Is this the curl that comes shipped bundled with the OS? If so, you're asking
the wrong team. Apple builds that version and ships that with macOS and the do
that without consulting or taking advice from us.

curl can be built and used for TLS 1.3 if you just build it with that ability
enabled - assuming that the TLS library it uses also supports it of course.
