There is not enough information in the report to provide a useful answer.

One of the reasons could be to get back a supported installation of curl on a
RHEL-7 system. The RHEL-7 curl packages are based on upstream curl-7.29 and
they are regularly updated to include fixes of security issues and important
bugs.
