That sounds like behavior totally imposed by something outside of curl - some 
sort of "traffic shaping". curl has no behavior that makes it change speeds in 
any particular way after a certain time (unless you artificially limits its 
rate). And your description matches nothing I've ever experienced.
If you download a huge file from localhost instead you can verify for 
yourself.
