Only intermittently. There's some bug in the server that responds 403 at times
but 7.50.1 package have been downloaded several thousand times successfully
already. Just reload and it'll work again.

I'm working on upgrading the server and looking what to do to address this
glitch.

> https://github.com/curl/curl/releases is the best alternative, I guess.

I'd recommend not going that route as that will only give you what was tagged
in git at that time, which isn't identical to the release tarballs.
