Ok, so I downloaded version 7.33.0 [1][2] and observed the same URL
munging behavior.

I downloaded version 7.45.0 [3] and the correct behavior is observed.
This version also has an updated OpenSSL.

The bug apparently appeared sometime after my old 7.21.7, existed during
the 7.33.0, and was at some later point fixed and no longer exists in
7.45.0.

There are many options for 7.45.0 Windows EXEs on the Downloads page.
