That sounds like the name of a libcurl binding, and libcurl bindings are
related but independently run projects. You're probably best off trying to
contact the author/maintainer of it or by asking someone in the Delphi
community about it.

If you have specific libcurl related questions, consider posting to the
curl-library list instead!
