I don't think there's any standard FTP command to do that, but a lot of
servers support the 'SITE UMASK' or 'SITE CHMOD' commands. Try adding:

 -Q 'SITE UMASK 022'


 -Q '-SITE CHMOD 644 matrix.tgz'
