I remembered after I wrote it, that he said he was going to use a cron
job to provide his retries. Forgive me if I am wrong, but in all the
years I've used Windows, it's never had cron. It does have a scheduler,
but not cron. So if he has cron in Win32, then I would imagine it must
be some sort of POSIX environment that has a sleep of some kind :)
