Can't build curl-7.15.4 on MinGW platform

Hi everybody,
I'm trying to build curl-7.15.4 on a Windows Server 2003 machine
with MinGW.
I've downloaded and extracted curl-7.15.4.zip. Then the INSTALL file
under curl-7.15.4\docs says that I need to run the 'mingw32.bat' file to
get the proper environment variables set but I was not able to find this
script under curl-7.15.4\docs. Where should I look for?
