I don't think I understand what you want to do. Are you talking about
installing the perl binding for libcurl on Windows?

The curl project makes two "things":

  curl - a command line tool

  libcurl - a development library

And for libcurl, there are more than 30 available bindings that allow you to
use libcurl from just about any language you can think of. They are however
provided by other friendly souls and aren't products of the curl project
itself.
