You should contact the people who made this package, to have them clarify or
explain. (I noticed a 'Contact Us' link on their page.)

Lots of people and organizations offer curl packages, and on the download page
of the curl web site we point out many of them. But they are most often
independent of us and we very rarely have any contact at all about the
packages they offer.

The general rule is that the curl project releases source archives. All binary
releases and packages are provided by other parties.
