I think the code to test the --with-ssl result should be close to be
equivalent to the following:
if nothing(off) is specified, the pkgconfig is searched.
if yes is specified, and nothing is found by pkgconfig, /usrlocal/ssl is
taken.
if a prefix is specified, this one is used.
