download failure using ftp

Hello. I maintain a number of packages for fink (http://fink.sf.net/).
Fink uses curl to download source tarballs, and a user has reported
some problems that have lead me to a question:
When using an ftp server that has a round-robin DNS, if connecting to
the first server fails, it seems that curl gives up rather than trying
the other servers.
Is this the case?
Is this a bug?
