It does not.

1. curl-7.10.6-7 sounds like a package with the command line tool. It may not
   install any headers (or even library) that bindings such as the perl
   binding might need/want

2. The perl binding is distributed separately, available from CPAN and
   elsewhere. See http://curl.haxx.se/libcurl/perl/
