Daniel:

Please apply the following patches, both for files within
packages/Win32/cygwin/ (README and Makefile.am). They handle a new
requirement from the Cygwin folks to package man and doc files in a
slightly different location.

This only affects the Cygwin specific make target (cygwinbin).
