The download page doesn't say they need to be staticly linked... and I can't
remember why I've written that they are SSL-enabled. The web page certainly
doesn't say anything about it.
I'll update the page to mark them as non-SSL packages then.

I don't know. I've never been in contact with him/her/they, I'm only linking
to that page as a service to users looking for AIX binaries.
If you're fine with a slightly older curl, thewrittenword.com also hosts
binaries for AIX (and I believe they are SSL-enabled):
