It seems to me that

in of the curl-7.10.7-pre2lib/multi.c
the states CURLM_STATE_WAITRESOLVE always call the
routines Curl_is_resolved and Curl_multi_ares_fdset
and do not test where USE_ARES is defined giving
unresolved references.
