Summary: progress meter fails to update

Initial Comment:
$ curl -V
curl 7.10.3 (i686-pc-linux-gnu) libcurl/7.10.3
OpenSSL/0.9.7a zlib/1.1.4

when downloading from a ftp site using
--limit-rate 1024 specified in ~/.curlrc

and -O -L -C - and the URL on the command line

the progress meter displayed once and then no longer
updated, however the file appeared to be transfering,
since it was gaining size on disk.

Hope you can duplicate and fix the problem.
