Have you looked at Watt-32? http://www.bgnett.no/~giva
It supports various 16/32-bit DOS environments.

Why not use djgpp? It's a 32-bit DOS-extender environment with the gcc compiler.
It also works on embedded PCs. I doubt that the tcp/ip-stack and curl will fit in a
16-bit program. You will most likely overflow the DGROUP segment. Maybe 'huge'
memory model is requried. (Haven't tried it).
