Hey friends

I've now switched this list over to only allow subscribers to post without
prior acknowledgement from an admin.

While this may slow down a few posts from outsiders (such as bug reporters)
and impose a further load on the admins of the list, it is the only really
good way to stop the recent heavy spam attacks on this list.

The other curl lists already use this rule.
