Ah,

Well on unix Curllib (part of curl) is linked against PHP.
Curllib for VMS is part of what you have.
I know PHP is ported to VMS, but i don't know if curl can be linked
into it? That might be worth looking into, it should cut some corners.

I am definitly not an PHP novice yet so I may be blabbering here.
Maybe it's time to start working with PHP ;-)
