Verifying Server

What I want to do is get a page VIA SSL, but I want to verify the
certificate.
I have no clue how to do this. I've seen functinos that mention a pem
file, but haven't found a good way to get it (though I've seen them
through openSSL, under windows I can't pipe, and my dhcp server is
liking my linux instalation for some reason (liked it yesterday just
fine).. IS there anyway I can athenticate the certificate against the
certificates authoirity? If so how? I'll actually be doing this
through php, but I'll worry about getting it over to the php equivalent
commands. I hate asking for info like this, as I'm a Comptuer science
and engineering major, but I'm completely lost. If you know of some
good documentation I'll gladly read it, but must just give you the
functions names, and not how to obtain a pem file (though I've learned
supposively howto via openSSSL, but I don't know how to pipe the
output), or if you can just athenticate against the certificate issuer.
