Are there some issues with using USER:PASSWORD option on windows?

I can't seem to get past the "you are not authorzied to view this page.

I tried the -u and combined version of the request . . .

    curl -u <user:pass>
http://jade.ci.stpaul.mn.us/pw/datasets/county/planimetrics_10_2001/railroad/582000_156000_2000_10_2001_RAMSEY.dwg

    curl
http://<user:password>@jade.ci.stpaul.mn.us/pw/datasets/county/planimetrics_10_2001/railroad/582000_156000_2000_10_2001_RAMSEY.dwg

I can't get CURL to retrieve the file from an authenticated server with
either of the above.
