I have curl command being executed by a Script under unix in the following
format

curl -U 'username:password' -x proxyname:portNo -u 'uuuuuu:ppppppp'
'https://ri2.rois.com/cgi-bin/GetSessionId.cgi?cmd=get_session_id&uid=uuuuuu
&uip=1.1.1.1&gid=xxxxx' > $REUTERS_LOG/$REUTERS_FILE

This is coming back eventually with the following

curl: Can't connect to server: 145
