Yes. It is possible to run curl on your user account. There are two
possibilities:

1) You can download the source code and compile it yourself. You will need
   an account with a true login (with a shell). An FTP account will
   not do.

2) If on a Win32 system, download the binary and run it!

(I am not an RPM guru, so I don't know if you can extract the binary
from it.)

What operating system is your web host using?
