Summary: Some RPM spec problems

Initial Comment:
The curl-config(1) program logically belongs to
curl-devel, not curl.
Plus some minor problems in the specfiles fixed.

BTW, rpm(1) is able to build a package if
<package>.spec is in the top directory of the tarfile,
so it would be nice to place a prebuild one there.
