In short: No.

7.4.1 works fine again and prints out a warning if a retry is
started on a file which has been downloaded completely.

Your question is not so obvious, though, because the 'Changes'
listed at the cURL home page do not mention anything related to this
bug. But seems you've fixed it by accident. ;-)
