@rockdaboot: I presume libpsl doesn't like libidn2 0.9 which is why configure fails here?

Well, yes. idn2_lookup_u8() is needed for libpsl, if you want libidn2.
But just for testing on Travis, you could also use libidn.

Or build & install latest libidn2 within your Travis image.

libpsl is in oss-fuzz - the build.sh contains the recipies to for the dependencies (libunistring and libidn2). Just as quick starter.
