Your reaction comes 6 months too late!
IMO, the lack of maintainer/working-group and even interest from the
community for almost 12 years (at least in libcurl's mailing list scope)
is a sufficient reason for considering the port as abandonware.
The downstream project you mention have run since then with a 12 year
old binary lib and probably will still do it for years (I don't believe
they compile it themselves!). People in these projects did not make
themself known to the mailing list or github. Even if the TPF support
had been retained, there's a very little probability a modern binary
would have been made available to public and those projects upgraded.
